The Campaign to Prevent & End Youth and Young Adult Homelessness in Pierce County

2023 Objectives and Logic Model

Objective #1: Expand Campaign Advisory council participation to reflect the community and guide the work of the Campaign 

Key Success Indicators

  • Recruit and onboard four or more young adults from across the county with lived experience

  • Recruit representatives from across Pierce County representing a large sphere of influence within the philanthropy, business, provider, educational, political communities

Outcomes

  • Young people are compensated to engage in a way that recognizes their lived experience and important insights
  • Increase network of relationships and people who the Director and Council can turn to for support.

Resources Needed

  • Financial resources to compensate YA leaders at a rate of $20 an hour for their participation with the campaign

  • Infrastructure and capacity to recruit and retain members of the Advisory Committee including early agendas, job descriptions of AC members so they understand their role and expectations of serving on the AC, meaningful and clear workplan that identifies where AC members can be impactful 

Our Impact

The Campaign fills a unique role in the Youth and Young Adult (Y/YA) homelessness. 


We work to move advocacy to action by highlighting the voices of Y/YA, being a non-competitive partner to housing providers, and a single point of contact for community stakeholders who want to support initiatives that will reduce our homelessness number from 776 to zero.

Objective #2: Engage our community to increase non-time limited housing options for Youth and Young Adults

Key Success Indicators

  • Continue to partner w/ AWHW to support the Anchor Community Initiative -Convene monthly workgroup to pursue successful YHDP application

  • Provide landscape navigation to community partners -Create a concise guide on benefits of working with subsidized housing programs to distribute

Outcomes

  • The Campaign helps to facilitate connection and communication between service providers on community-wide, equity-based, and youth-centered aspirations.

Long-Term Impact

  • Demonstrated cooperation with a focus on increasing available housing inventory through relationships with private landlords and property management companies.

Resources Needed

  • Direct connection to local property management firms and access to privately held rental properties

  • Increased funding specifically focused affordable/subsidized housing

  • Support Mockingbirds Legislative Agenda at a local level

  • Investigate successful strategies from other communities

  • Begin engaging business/education/service providers to create pathways for existing services

  • Develop a common agenda with shared language and ability to evaluate progress over time -facilitate connection between biz community and service providers

Long-Term Impact

  • Y/YA are equipped with all the tools needed to ensure that any occurrence of homelessness is short lived.

Resources Needed

  • Focus on philanthropic dollars that allow for flexibility in program development

  • Direct input from Young Adult leaders

  • Additional technical support for smaller organizations with a focus on equitable service delivery

Our Impact

Our focus for 2023


  • Four additional youth voices to the Campaign's advisory board
  • Engage our community to increase the non-time limited housing options for youth and young adults
  • Increase access to employment and life skills instruction for Y/YA

What we have achieved


  • Over Fiscal year 2022 the campaign focused on provide leverage to advocacy that done by the Youth Action Board (YAB). During the year we have partnered with YAB for three facilitated conversations with members of Pierce County Council held over the summer, these conversations led to a grant of $4600 from the violence prevention fund to pay YAB members for advocacy.
  • The campaign co-sponsored a youth needs assessment administered by YAB on 07/22, providing sixty $30 visa gift cards.
  • Through the campaign’s work with Pierce County Continuum of Care (CoC), YAB is also a partner through memorandum of understanding. This allows members of the Youth Action Board to inform funding decisions through workgroup participation. 
  • To integrate the campaign into existing collaboratives centered around systems level funding, youth led advocacy, and best practices the Director has joined the following groups

Pierce County Continuum of Care (Vice-Chair),

Office of Homelessness Youth advisory board (Chair),

Pierce County Birth to 25 advisory council,

Anchor Community Initiatives core group.

  • The Campaign has also worked directly with community partners to maximize current service delivery through partnership. These conversations led to a coordinated application between Associated Ministries and Reach for a Transition to Rapid Rehousing Program with more than 4 additional service providers as partners in this housing program. The targeted impact is between 75 and 100 placements.
  • The Campaign was instrumental in introducing Life Enrichment Group to Pierce County. They are an organization founded by a Black woman that has historically provided educational and entrepreneurial support and training to youth of color. 
  • The Campaign focused the year providing support and advocacy for the Pierce County’s application for the Youth Homelessness Demonstration Project grant (YHDP). YHDP is an initiative through HUD with the goal of supporting communities in the development and implementation of a coordinated approach to preventing and ending young adult homelessness.
